Description

The Maryland-National Capital Park and Planning Commission, a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking an Athletic Field Renovation and Construction Leader for the Southern Parks Division, Montgomery County Department of Parks located in Chevy Chase, Maryland.  The Montgomery County Department of Parks serves a diverse population of over one million residents in Montgomery County, Maryland, by managing more than 419 parks on approximately 37,000 acres of parkland.  The Department serves an estimated 14 million visitors per year, with an annual operating budget of about $100 million, and a career staff of nearly 800 employees.


Under the supervision of an Athletic Field Renovation and Construction Supervisor, performs a wide variety of professional park operations and administrative work to assist in the planning and implementation of programs and projects within a geographical area. A geographical area includes diverse park facilities and structures that are found within the park system (e.g. regional, recreational, local, neighborhood, conservation, special and stream valley parks).
 
Athletic Field Renovation and Construction Leader supervises the daily activities of a crew or crews of full-time and part-time athletic field equipment operators to perform a wide range of highly specialized and technical assignments. This position will possess the ability to evaluate present on-site grading and develop plans to increase positive drainage while matching surrounding existing grades. Incumbents may provide direction to lead the work of crew leaders or related crew members engaged in project work. Performs other related duties as assigned.

Example of some duties:

  • Responsibilities include advanced skills and knowledge in pesticide application, soils, grading, texture modifications, compaction, construction, native, modified, and sand based systems; turf grass varieties in establishment and maintenance, plant identification, athletic field design, layout, and drainage.
  • On-site field inspections, project management which will require advanced knowledge of specialized machinery and techniques.  
  • Ability to understand laser transit operations, solve complex issues with advance laser technology, and modify grades to match previous drainage.
  • Plans work, an extreme attention to detail in daily activities to ensure successful projects and writing reports and instructions.
  • Manages project budget for supplies and staff time. Obtains bids and price quotes, and writes purchase orders.
  • Supervises designated personnel. Prepares performance ratings and counsels and coaches employees for performance improvement. Recruits, selects, and trains designated staff. Assigns and schedules work, approves time cards, leave requests, accident and injury reports as required.
  • Must have excellent communication skills to respond to both external and internal inquiries and provide training and technical instructions as needed.
  • Inspect and approve materials, install approved materials to very specific specifications with advanced techniques used in the athletic field renovation and construction industry.
  • Ability to understand grading plans and specifications to work with architects and engineers for new construction and progress meetings.
  • Ability to apply research and recommendations into application to improve soil and turf grass quality.
  • Must perform and make analytical decisions about moisture levels on a daily basis to modify the current project plans.
  • Ability to adhere and document IPM policies and make information based decisions for pest pressures.
  • Ability to maintain records of expenditures, time cards, inventory, pesticide use, nutrient applications, accidents, and injuries.
  • Skilled with large heavy specialty soil and turf grass improvement equipment with complex operations to improve infiltration rates, drainage, soil health, turf grass quality and safety of the fields, which requires operating various equipment weighing 10,001 or more pounds and transport non-hazardous and hazardous materials that requires placards under Department of Transportation (DOT) regulations.
  • Leads work to perform construction, maintenance and repairs with specialty athletic field renovation and construction equipment. Leads crew to install construction fences, rebuilding pitching mounds, repair irrigation systems, identifies and corrects player safety issues.
  • Leads crews to carry out large construction/renovation projects. Constructs/renovates infields, establishes cool and warm season grasses, grades athletic fields for positive drainage.
  • Will work with Park Development and Design, Facilities Management Division, Specialized athletic field contractors.
  • Computer skills to include Microsoft office, video editing, virtual conferencing.
Strongly Prefer:
  • Commercial Driver's License Class A
  • Maryland Pesticide License in 3C Turf
  • Maryland Professional Fertilizer Applicators Certification
 
Working Conditions:
Primarily works outdoors' work conditions may include exposure to dust, vibration, noise, and chemicals, as well as exposure to adverse weather conditions (heat, cold, snow, rain, etc.). The work may require the use of protective devices such as masks, googles, gloves, or full personal protection equipment. Work requires constant bending, lifting, and carrying of heavy objects of up to 100 pounds. On-call 24 hours for emergencies.

  Minimum Qualifications

1. Bachelor's degree in park management/administration, outdoor recreation, natural sciences, or a related field and one year of park management experience that included supervision and leadership of a staff; or

2. An equivalent combination of education and experience.

3. Valid driver's license.

4. Additionally, contingent upon area of assignment, some positions in this class may require:
a. Commercial Driver's License with appropriate endorsements upon appointment, or the ability to acquire one within six months.
b. Maryland Department of Agriculture Pesticide Applicator's certification in the categories appropriate to the work assignment.
c. Certification by the National Playground Safety Institute.
